Rich Text Edit Footer

I am running into an Issue in a Rich Text Edit where i can see the footer, but i can't access it.    I have tried to double-click on it and also the ShowHeadFoot command.   The weird thing is if i remove some of the content on the RichTextEdit, i can then access it.   I only have basic data on the RichTextEdit Screen.....it's a Table with 2 columns.   when i add the 7th row is when i can no longer access the footer.   Anybody ever run into an issue like this or have any ideas on how to make it work?   I'm using Powerbuilder 12.5.1
