Power Builder Licences for SAP Partners

Hi Team,

One of the SAP Partners that I manage is looking to get the SAP Power Builder License. As an SAP partner they already have test and demo licenses, but since this is a development tool, I would imagine that they would need to purchase as a customer does. Is this the case, or do the licences come bundled with any other Sybase software?
